You must be the owner of the site to request owner membership.

if you do not give us updates about your site we have no way of knowing whether or not you still own a site.
your badge will be removed

How do we give you updates about our websites? Are we supposed to send you updates every other week for example?

most owners launching a site start a thread about the site.  that is where to update

we appreciate any news about sites. it can be about changes or upgrades or offline time
if you decide to change server it would be good to let us know or we might think it just disappeared
